Proposal: Move Cardholder and HYH rules out of Bylaws

Replace both sections with
"For HYH rules and procedures see [link to wiki doc]"
"For Card Access rules and requirements see [link to wiki doc]"
Maybe a header to each that says to change either you follow HYH procedure.
This is how it was for nearly 2 decades. Much of the friction with rules has been a result of this stuff that is meant to be iterable being in a very serious legal document that isnt meant to be changed so much.
It was originally done without the consent of membership. I attribute no malice to that act but I do believe it was irresponsible even with best of intentions.
Additionally, for inflight proposals regarding card access rules, I would prefer that vote to come first so that should they pass they would roll into the new/old card access wiki doc.
The rule about requiring community buy in on bylaws changes should remain in bylaws.
I'll refine this further, I just wanna get the discussion going.
