Proposal: When One Proposal Falls, Two Shall Rise

Greetings members of the Lab,

I bring forth a matter of grave procedural importance. After observing the ebb and flow of our proposals through the seasons, I have recorded a troubling omen. When a proposal is withdrawn, the emptiness it leaves behind invites disorder. To preserve balance, I hereby propose the following rule:

When a proposal is rescinded, two new proposals shall be brought forth in its place. In this way the ledger remains full, the cycle unbroken, and the spirit of deliberation kept strong. Let not our scrolls grow thin or our meetings fall silent. The health of our governance depends upon abundance.

I present this decree with all seriousness befitting my station (none). May wisdom guide your discussion, and may our proposals multiply like seeds in fertile soil.
