Proposal: major decisions need multiple approvals

This is too late for the Dec 11 meeting, so will be voted on Dec 27 or Jan 8

major decisions should require more support than those who can make one
particular night.

Any proposal that will cost >$3000 or change the bylaws requires passage on two
consecutive HYH meetings.

This proposal will not be considered effective until it does so.
