This is one of a series of talks at the Salata Institute at Harvard University on the various aspects of SRM. This one deals with governance structures in quite some detail including the coalition of small countries approach (about 1 hour in). 

The speaker is Andrew Light who has held a variety of leadership positions in government, NGOs, and universities. From 2021-2025, he served as United States Assistant Secretary of Energy for International Affairs.
