This is to bring to your attention that the Kenya Health Sector Support Project (KHSSP) has undergone multiple audit processes recently in view of devolution. 

The Internal Audit Department (National Treasury) recently completed its audit of KHSSP and presented the report to MOH for management comments. Additionally, the Independent and Integrated Fiduciary Review Agency (IIFRA) has provided its report for Quarter of FY 2012/13 for action.

This is therefore to ask you to take note of the Systemic issues raised in both reports on the program and to specifically  give urgent attention to questioned expenditures and provide comprehensive responses.

We expect responses by October 25, 2013 at the latest.

This is to remind you that you need to furnish the HSSF secretariat urgently with the following 3 documents (this applies to those who have not submitted as yet);

1. Updated list of county Primary health facilities

2. Response to County specific Deloitte audit queries - this is long overdue.

3. Quarter 1 HSSF funds request (signed letter and disbursement schedule)

As you are aware, no funds will be disbursed without a requisition from the county health department and that you are responsible for issuing AIEs to all the spending units to facilitate utilization of the funds.

I wish to therefore ask that you urgently forward your responses (clarifications or confirmations on issues raised) to facilitate the drafting of the formal consolidated report.

Take note that the comprehensive report is due by 20th of August hence the need to act expeditiously.

Again, I wish to remind those who have not submitted the updated list of their facilities to do so promptly.
