From Spuddy Hell to New Start for the Hot Potato
Back in September the fifth of 2005, a new start occured for Route 15 as
18 PCC trolley cars rebuilt at Brookville went in service on Route 15
replacing a number of years of bus substitution on this line. It had been
a long road to this development. This trolley originates north of Girard
Avenue and near the Delaware River at Richmond and Westmoreland and runs
from there to Girard and follows Girard to deep in West Philadelphia to
63rd street and going through Fishtown and passing the Market Frankford
Elevated Subway line at Front, the Broad Street Subway, Fairmount Park and
the Philadelphia Zoo on the way.

Some background: In 1992, the board of the Southeastern Pennsylvania
Transportation Authority voted to end streetcar service on three trolley
lines: Route 23 Germantown Avenue 11th and 12th Streets, Route 56 Erie and
Torresdale Avenues, and Route 15 Girard Avenue and Richmond Street.
Previously, during the 1980s, the SEPTA board had voted to remove
streetcars from city transit Routes 60, 50, 53, and 6, permanently
replacing those trolleys with diesel buses.
Promises were made in 1992, that the use of diesel buses on Routes 23, 56,
and 15 was temporary, with 1997 given as the year a new fleet of
streetcars were to be in service.
Nineteen-ninety seven rolled around, and it became increasingly apparent
to observers that SEPTA had no intention of bringing back the trolleys.
The rails and wires on the three routes remained in place, but noisy
polluting diesel buses provided the service.
In September of 1997, a City Council hearing was convened, to give SEPTA,
the City, and advocacy groups a forum to voice their positions. For

It was at that hearing, that then-SEPTA General Manager Jack Leary
announced SEPTA's intention to restore trolley service to one of the
lines: Route 15, Girard Avenue-Richmond Street. Girard Avenue was to be
upgraded to "light rail" standards. SEPTA planned to buy a small fleet of
articulated LRVs for use on the subway-surface car lines, the idea being
to free up enough Kawasaki LRVs for Route 15.

The entire Girard Avenue project almost fell through, when the line item
for the project was quietly dropped from SEPTA's year 1999 budget.
Thankfully this did not go unnoticed by the city's transit advocates, and
last-minute appeals to the SEPTA board restored the funding.
In 2003, work on the Girard Avenue trolley infrastructure is virtually
complete. The oldest rail has been replaced, overhead wires renewed, and
miles of underground conduit and new substations completed. Work at
Callowhill Depot is also complete. Bays 2, 3 and 4 of Callowhill Depot
will serve as the operating depot for the new fleet of Route 15 PCCs and
for Route 10 Kawasaki LRVs.
In 2001, SEPTA chose a contractor to remanufacture a small fleet of
eighteen PCC cars, for use on the restored Girard Avenue. The
1947/48-built PCCs are being rebuilt with electronic chopper control, air
conditioning, and a wheelchair lift placed in the front half of the center
doors. New control consoles are designed like that of the Kawasaki LRVs.
This reconstruction is intended to extend the service life of the PCC
another 15 years. No federal funds are to be used in this project, and the
specifications include such cost-cutting measures as the utilization of
seats from SEPTA's retired Volvo articulated buses. Brookville is
fabricating entirely new trucks (wheel assemblies), with new motors and
brakes, based on the PCC B3 truck design. The rebuilt PCCs will be
renumbered, with the new series starting at 2320.

Philadelphia is among a group of US cities that never completely
eliminated trolley service. Although the system shrank dramatically in
size, some routes were upgraded with new "light rail" vehicles and
continue serving Philadelphia today. We have included coverage of the
Southeastern Pennsylvania Transportation Authority's (SEPTA) Girard Ave.
Light Rail Project because it contains elements of a Vintage Trolley
operation, including the fact that it uses rebuilt PCC-type trolleys.

In November 2001, SEPTA's board authorized a $23 million contract with
Brookville Equipment Corp. of Brookville, PA for rebuilding 18 PCC cars at
a per unit cost of $1.2 million. The Authority also obtained an option to
rebuild a further 8 cars at the same price. Brookville completely rebuilt
the car bodies, equipped them with new trucks, added wheelchair lifts at
the center doors, installed a new solid state control system, and added
air conditioning. Work on the cars was completed in 2004. Like the new
Vintage Trolley replica cars being built for New Orleans, the
remanufactured SEPTA PCCs are thus a new vehicle in a "classic" package.
Service on the rebuilt line did not begin until September of 2005 due to
local political situation

Route 15 is a heritage streetcar line, operated by the Southeastern
Pennsylvania Transportation Authority (SEPTA), along Girard Avenue through
North and West Philadelphia, Pennsylvania, United States. As of
2007[update], it is the only surface trolley line in the City Transit
Division that is not part of the SubwaySurface Trolley Lines. PCC
streetcars are used on the line.
The line was first opened in 1859 as a horse car line operated by the
Richmond and Schuylkill River Passenger Railway, and electrified in
1895.[2] Service was suspended (replaced with buses) in 1992, along with
Route 23 (Germantown Avenue-11th and 12th Streets) and Route 56
(Wayne-Erie Avenues). On September 4, 2005, trolley service was restored.

Route
The tracks for 8.5 mile (13.7 km) Route 15 run along Girard Avenue and
Richmond Street. The Western terminus is at the intersection of Girard
Avenue and 63rd Street, at the Haddington Loop, and instantly passes by
Carroll Park. The next landmark is Cathedral Cemetery, which is on the
corner of US 30(Lancaster Avenue), which both Girard Avenue and Route 15
briefly overlap, along with the SEPTA Route 10 trolley. The line and US 30
leaves Lancaster Avenue and resumes it's way along Girard Avenue. After
crossing over the SEPTA R5 Line at the intersection with Belmont Avenue,
the line passes by the Philadelphia Zoo near Exit 342 on the Schuylkill
Expressway before crossing the Schuylkill River.
After entering Francisville, Route 15 loops partially around the south
side of Girard College, but rejoins Girard Avenue again, and passes by St.
Joseph's Hospital. The first mass transit crossing the line encounters is
the Broad Street Line's Girard Station, and two blocks from there crosses
the SEPTA Route 23 bus line which was originally a trolley line that may
be restored between 2014 and 2021. Directly east of the SEPTA Main Line,
Route 15 passes by the Girard Medical Center. At Front Street Route 15
runs beneath the Market-Frankford Line's Girard Station, and then crosses
Frankford Avenue, one of the two streets the line is named after.
Girard Avenue ends at Exit 23 on Interstate 95, so Route 15 moves beneath
the highway onto Richmond Street, parallel to I-95 until it crosses over
the street from the north side to the south side before Exit 25, the
interchange with Allegheney Avenue, where it connects to the SEPTA Route
60 bus, another former trolley line.

The shiny green and yellow Route 15 SEPTA trolleys are a memorable and
welcome sight in the river wards.
The electrically powered behemoths can be spotted as they travel down
Girard Avenue on any given day, and they often are used in marketing the
old-time appeal of neighborhoods like Fishtown and Port Richmond.
But, come early 2011 - and possibly sooner - the trolley will be rerouted,
a casualty of PennDOT's ongoing efforts to rehabilitate I-95.

During construction, trolleys heading eastbound on Girard Avenue will
detour down Frankford to Delaware Avenue, where SEPTA will soon be
building a trolley turn-around.
Instead of continuing on Girard in Fishtown and up Richmond Street through
Port Richmond, the trolley will turn around and return west on Girard.
After years without the 150-year-old trolley line - it returned to service
just four years ago - much of Fishtown and Port Richmond will be without
the Route 15 trolley for all of 2011 and possibly through much of 2012,
too.

There is a large and growing literature regarding the impact of urban and
commuter rail transportation, light rail and trolley car lines on urban
growth and development including increased property values, new housing
and new businesses including growth and upscaling of retail businesses.

Fishtown is a neighborhood in Philadelphia, Pennsylvania, United
States.[1] Located immediately northeast of Center City, its borders are
somewhat disputed today due to many factors, but are roughly defined by
the triangle created by the Delaware River, Frankford Avenue, and York
Street. Newer residents of the area consider it to go all the way up to
Lehigh Avenue, while some older residents maintain the upper border to be
Norris Street. It is served by the MarketFrankford Line rapid transit
subway/elevated of the SEPTA system.
The name "Fishtown" is derived from the area's former role as the center
of the shad fishing industry on the Delaware River. The name comes from
the fact that a number of 18th and early 19th century German &
German-American families bought up the fishing rights on both sides of the
Delaware River from Trenton Falls down to Cape May, New Jersey. Also, in
the early 18th century, an English colonist was fabled to have caught the
largest shad in the world in the Delaware River.
The apocryphal local legend traces the name of Fishtown to Charles Dickens
who purportedly visited the neighborhood in March 1842, but records show
this to be false, as it was named Fishtown prior to his visiting.

THE Fishtown district of Philadelphia was known as a tight-knit Irish
Catholic enclave and a place to score drugs. Set along the Delaware River
in the northeastern part of the city, the area was the former home of a
Stetson hat factory and a Schmidts beer plant, before its brick warehouses
and shad markets were abandoned.
But these days artists easily outnumber fishermen and heroin addicts.
Thanks to a recovering waterfront and spillover from gentrifying
neighborhoods like Northern Liberties, Fishtown is joining the ranks of
warehouse districts nationwide that have undergone a renaissance. Young
professionals and creative types are moving into renovated apartments and
luxury condos. Upscale restaurants, galleries and high-end shops have
followed.

Is Fishtown Philadelphia's next hot neighborhood?
It may be too early to say, but at the very least it seems to be getting
more notice, according to shop owners and residents. The main street --
East Girard Avenue -- is a mix of rough-and-tumble taverns and newer
businesses, including caf, furniture stores and restaurants.
"Fishtown is tough, but it's up-and-coming. It is what it is," said Jon
Spivak, who with his wife Tanya owns Villa & Hut, a furniture store opened
this fall on Frankford Avenue. "We were looking for a place where we could
get some warehouse space, but not in Center City. We wanted to test the
area. We needed 8,000 square feet at a reasonable price," Spivak said. "We
looked in the city and we looked in the suburbs. Everything was so
expensive. We didn't want to pay $10,000 a month in rent."
Philadelphia's tourism agency is featuring Fishtown in its advertising and
the New York Times Travel section earlier this month had a story that
featured Fishtown, titled "Rebirth along the river."
"Rebirth" is a word that may be more frequently applied to Old City,
Northern Liberties or University City. Still, according to tourism
official Jeff Guaracino of Greater Philadelphia Tourism Marketing Corp.,
Fishtown is undoubtedly one of a number of growing neighborhoods. The
organization has featured Fishtown in its tourism marketing.

they have at least 4 events going on each week. Wednesday nights they give
local film makers a chance to air their work. they have plenty of DJ
nights, fundraisers for things like PAWS, and plenty of artist workshops.

The history of Fishtown begins with the Lenape Native Americans, who
called the area Shackamaxon. In the early 1600's, Swedes, German, Dutch
and English settled on scattered plots of land, and on April 23, 1683,
William Penn negotiated a land exchange to acquire Shackamaxon.In the
early 1700s, English businessman Anthony Palmer purchased a large tract of
land that he named Kensington after a suburb of London. This was combined
with Shackamaxon. The Consolidation Act of 1854 brought the area into the
present city limits. Legend has it that Charles Dickens named the area
Fishtown after seeing the fish sold in the open air farmer's market on
Girard Avenue.

Nina and I one evening before the sign was up had occasion to eat at the
Hot Potato when it was brand new. The food was acceptable at this early
stage and the prices seemed high. The original chef left and the three
sisters who owned and ran this restaurant without a great deal of
experience hired a family member to be the new chef, a girl of age
twenty-one with no experience in restaurant cooking. Entries were frozen
in many cases and heated as needed. The restaurant began to lose business
and was facing failure, especially after a negative review in the
Philadelphia Weekly.

There's a scene in Michael Ruhlman's excellent The Making of a Chef:
Mastering Heat at the Culinary Institute where the author, earning his
stripes, is getting killed on a busy fry station. He's backed up, buried
in orders and getting his teeth kicked in when he realizes he's left a
batch of spuds in the grease too long. He grabs them, but it's too late.
They're burnt.
He begins to convince himself they aren't that bad, maybe just a tad
crisp. He faces the same dilemma every chef who's ever pulled on a pair of
houndstooth pants has had to wrestle with a hundred times: Do I serve this
crap, catch up a bit and hope no one complains? Or do I start over and
make it right?
Ruhlman chooses the former and is quickly called on the carpet by an
irate, red-in-the-face chef who makes an example of him in front of the
class. It's a decision he still wishes he could take back. After all,
what's the point of cooking for a living if you're not going to try to
cook well?
That's the question the folks behind the kitchen curtain at Hot Potato
Cafe might want to ask themselves. For it takes an equal amount of
determination and possibly more time to ruin a batch of green beans the
way they do as it does to cook them properly. Just looking at the beans
would make Ruhlman and his instructor weep.

When television host Gordon Ramsay of Kitchen Nightmares focused his
culinary microscope on a family-owned BYOB in Fishtown, his major changes

In May, the restaurant, located on Girard Avenue, received a makeover from
the crew of Kitchen Nightmares, the Scottish chefs reality show in which
he revitalizes restaurants that are failing.I received a call from a
producer for the show saying that somebody anonymously nominated us, said
Claire Keller, co-owner of Hot Potato Caf
Claire; her sister, Kathryn; and their sister-in-law, Erin Keller, opened
Hot Potato Cafin March 2007. They have not seen a profit in two and a
half years and thought that appearing on the show could turn their
situation around for the better.
I personally didnt really want to be on TV, said Erin, but I considered it
an opportunity so I wasnt going to veto the idea.

Damien Tenalio, a waiter at the Hot Potato Caf has worked there for two
years starting as a dishwasher and working his way up. He and the only
other waiter trade off every other day because the clientele just isnt
there to support both of them in one night. If it werent for his lone
shifts, Tenalio might not make a decent buck.
There are nights where I make good money, but there are also nights where
its just OK, he said. Altogether Im satisfied with the money Im making.
He said that after the show airs, he hopes that the restaurant will get
more publicity and the customers that it deserves.
The Keller sisters, however, are not satisfied.
At this point, because we have cut our expenses so drastically, we squeak
by without having to contribute personal monies, said Erin, who wanted to
own a successful restaurant and be her own boss. Im not sure what our
plans are right now; were just hanging on til the show airs. But if
somebody walked through the door and offered to buy the business, I know
we would seriously consider selling.
This is the first business the Keller sisters have owned and each one of
them works other jobs in addition to the Hot Potato Caf Erin has been a
nurse for 24 years and currently works two days a week in the doctors
office, E.N.T. Associates, where she has worked for 11 years. Kathryn
works at Finnegans Wake on Spring Garden Avenue and Claire works at the
Hyatt Hotel and the Four Seasons Hotel.

Ramsay kicks off a new season of fixing broken restaurants with a visit to
the place the show can't seem to stop referring to as "the City of
Brotherly Love" and a challenge involving the Hot Potato Cafe, an
establishment in Fishtown owned by sisters Claire and Kathryn Keller and
their sister-in-law Erin.
And naturally, it involves "the most dramatic Day 1 decision in 'Kitchen
Nightmares' history," which is the kind of thing that might alarm anyone
not inured by now to warnings about "the thorniest Rose Ceremony in the
annals of 'The Bachelor' " and "the most horrific Tribal Council since
Jeff Probst invented fire."
I don't want to spoil that plot point for you - though I'm pretty sure
Fox's promos will - but I will say that just because Gordon decides
something on Day 1 doesn't mean he'll be following through on Day 2.
Because the show's slated for the full hour, and there are only so many
times the cameras can focus on the Girard Avenue trolley.
Besides, there's actually plenty of drama, real and possibly, um,
processed, at the Hot Potato, where, we're told, a bad review from
Philadelphia Weekly had hurt the spud-centric restaurant's business and
led the owners to call in Ramsay.

The Fishtown eatery, with its fondness for serving weeks-old frozen fodder
and lack of adequate leadership, was in desperate need of a Ramsay
overhaul. It was the recipe for a perfect Nightmare story: bad food, a
family operation with three inexperienced owners (who produced almost as
many bleeps as Ramsay), and to seal the deal, a poor review in the local
paper that had soiled their reputation. The headline of the review had
read: "Spuddy Hell."
But Ramsay soon found out that three-week-old, sans-potato potato skins
were the least of the restaurant's problems. At the helm of the kitchen
catastrophe was a 21-year-old head chef, niece of the owners, who had only
signed on for the job so she could help her family. As Ramsay put it, the
restaurant had been using a menu that was "passed down from a bad chef to
an inexperienced chef."
Watching the story unfold, I became angry. The weight of a fledgling
quarter-million dollar effort (according to one of the sisters) was
resting on a clearly overwhelmed girl who didn't even want to be a chef -
at least at the beginning of the episode. She was taking on more than she
could handle, but it seemed as though her aunts neither noticed nor
attempted to help ease her burden. Ramsay noticed this too, making it a
point to give the girl words of encouragement throughout the episode. In
the end, he even arranged for a local chef to mentor her. The gesture
moved the girl to tears and ignited her passion for cooking. Ramsay's
heart grew three sizes.
But before the tears of joy, there had been tears of desperation.

As in every outing in the series, Ramsay meets with the owners and the
cafs problems are revealed. The women couldn't afford to hire an
experienced cook, so they brought in Kathryn's niece, Danielle, who is 21
with no chef experience.
Even worse: Soon after opening, the local Philly paper published a
scathing review, labelling the restaurant Spuddy Hell. The customer
drop-off began the next day and now the place is nearly a quarter of a
million dollars in debt. Foreclosure seems imminent.
Thereafter comes the Ramsay expertise, which is dispensed with uncustomary
benevolence. 'Spuddy Hell' was being very kind, he says, because the food
is dreadful. (For Ramsay, that's being nice.) With only the occasional
expletive, Ramsay points out that everything on the menu is being cooked
from frozen. He tells the women they have to get passionate about the
food, because I can't work with corpses.
When needed, Ramsay applies tough love. When the owners stand idly, acting
helpless, during a lacklustre dinner service, Ramsay gives up and walks
out for the first time in the show's history. If you three don't care,
why should I care? he says.
But he comes back, and the next day, in small ways, he begins the
turnaround. Ramsay overhauls the Hot Potato's menu to include what a
concept! potatoes.

Editor's Note: PW's Brian McManus reviewed the Hot Potato Cafe in the
summer of 2007. He didn't like it. In May of last year he was invited back
by the producers of Kitchen Nightmares after a relaunch spearheaded by
curse-happy Scotsman and world renown chef Gordon Ramsay.

But the placemats arent all thats new. This is the mother of all
turnarounds, people!
Some history: Two summers ago I reviewed the HPC. Things didnt go so well.
The potato soup tasted of bacon grease and was a thick, gloppy mess. The
green beans were cooked to mush. And there were a couple culinary
inventionsbuffalo chicken dip, a crab dipthat defied all logic. Hot Potato
Cafe even managed to burn a grilled cheese that first go around, and at my
reviews end I wrote, The warm and helpful waitstaff at Hot Potato are
about as nice as they come, exhibiting the exact tone you'd expect from a
joint aiming to be a neighborhood standby. If only the kitchen would give
them some help.

The change is immediate. Hot Potatos reworked their entire interior even,
and it's rather spectacular (save for a couple cheap looking
paintings)chocolate brown walls adorned with potato sacks; potatoes in
mason jars line shelves; a giant sack of potatoes sits atop the hostess
desk; potatoes, potatoes and more potatoes; and a comfy, chic waiting area
(with free, melt-in-your-mouth potato cookies!).
That anyone would actually wait to eat at Hot Potato two years ago is
unthinkable. Not so now.
So what of the food? The menu is a study in the potato. If there are 5,000
varieties of spud (and there arethank you, informative placemat!) then Hot
Potato does its best to knock out a good percentage of them. Of the 25
dishes on offer at Hot Potato, 21 contain potato. If the Atkins Diet is
dead (and it is), the new menu at Hot Potato defecates on its grave.

Again, the mother of all turnarounds. Ill be back (I simply NEED to try
that sloppy joe loaded potato), and, if the excitement in the neighborhood
about the restaurants relaunch is any indication, Ill be getting to know
that waiting area pretty well.

"SEPTA publicly stated that the trackless system was "temporarily" bussed
and would return. However, in 2003, the 29 was extended to a shopping
center on its east end, and this proved to be very popular. Any return to
trackless would involve the erection of over a mile of new overhead and
poles, some on the private property of the shopping center which would no
doubt involve legal agreements and issues. It began to become apparent
that the trackless network had a very tenuous future.
As part of an order for New Flyer low-floor buses in 2002, SEPTA received
12 hybrid buses which were assigned to Southern Depot. Another 20 hybrids
came the following year. SEPTA began to explain that the hybrids would
allow all the clean air benefits of the tracklesses and, accordingly, no
new trackless coaches would be purchased. At the same time, the
reconstruction of Frankford Terminal included placement of new trackless
wires for the 66 as well as the storage yard and depot. The Federal
Transit Administration stepped in and advised that the replacement of
this infrastructure, which it was funding, would be for naught if SEPTA
did not intend to procure replacement tracklesses.
After some thought, SEPTA revised its plans and re-committed to the
Frankford trackless operation, placing an order with New Flyer for 38
dual-mode coaches. An option for 22 was to be included in the order,
which would be sufficient for the Southern routes. The 38 coaches would
barely fill the needs of the 59, 66 and 75 (in the Brill/Marmon days,
there were double this amount, and 65 AMG's had been assigned to
Frankford), but, in reality, the 75 in particular had seen its fortunes
drop as the neighborhoods it served declined radically.
When the order was placed, SEPTA decided not to exercise the option,
effectively keeping the 29 and 79 as bus routes for the foreseeable
future. This decision has been criticized at many levels.
The first New Flyer, 800, arrived in fall 2007 and was tested extensively
before being returned to the factory for adjustments. In early 2008,
others began to show up at Frankford and were placed into service
starting with runs on the 66 and expanding to the other two routes
slowly. The June schedules called for a mix of buses and tracklesses on
59 and 75, with all trackless on 66. By August, all but 800 were on the
property and in service.
The dual-mode tracklesses allowed a good deal of flexibility with their
off-wire capability, to the extent that cutback loops on the 59 at
Hellerman Street and on the 66 at Welsh Road have been de-wired. The
former was admittedly little-used. There have been reports that
pull-in/pull-out coaches to and from Arrott Terminal have been using the
diesel power rather than the troublesome wires beneath the El as well."
