Version of the book without CA specific regulations

Sharon Armstrong was kind enough to share back a version of the book in which she had removed references to the California specific regulations and I was able to go through and adjust most of the formatting changes (page breaks, mostly). So if you are outside California, this version may be a better fit for you.
