Audience of Memo

Project 1 is to compose a memo for BIG's staff.  Am I to read that as this is a memo to the entire company and not just the executive team?  If I worked for BIG I would find it a little off putting if a consultant, as opposed to management, sent me a memo that informed me on benefit/cost sharing changes.

Also, the bottom of the PDF insists that we refer to ourselves as FAP candidate.  That seems incorrect.
