Somejobs in Cambodia do require criminal background checks and the police certificate is the official document issued for this. These checks might be required for teaching jobs, those working in the legal profession, with embassies and consulates, international agencies, non-profit organisations and other professions, and even in certain cases for individuals to travel.

If you are a foreigner living and working in Cambodia, you should first try and contact your embassy in the Kingdom to see if they have a service to assist in obtaining a criminal background check. However, we appreciate that many nationalities are not represented in Cambodia with embassies or consulates. You could also try to contact your relevant business chamber who might be able to assist. If your Embassy is unable to assist in obtaining a police clearance certificate from Cambodian authorities, please follow the guide below.


To obtain a Police Clearance report required for a criminal background check, foreigners should go to the Criminal Office at the Ministry of Justice (MoJ) to request a Police Certificate. The MoJ is located at #240 Sothearos Blvd on the riverside in Phnom Penh.


The British Embassy in Cambodia charges $70 for up to 21 days and $140 for 10 days. Private consulting firms can also be used but their fees tend to be higher so its worth asking around for a good price and reliable service.


If you are based in Cambodia, the DoJ requires you to submit the form yourself. However, if you are not in the country, you also authorise someone to apply for the Police Certificate on your behalf. The applicant should complete an authorization form (available at the Criminal Office at the Ministry of Justice), and submit all of the completed forms.


In February 2023, the Ministry of Justice (MoJ) announced the initial phases to allow individuals to apply for their Police Clearance Certificate online. At this stage, the form can be completed and submitted online via the MoJ website or their app but payments and fingerprints are still required to be done in person at the Ministry. This system will hopefully add more functionality to allow for online payments etc in the future.


A Residence Certification Letter is required when applying for a Police Certificate in Cambodia. Foreigners need to go to the local commune (Sangkat) office where they reside/resided in Cambodia to request the letter. There is a no-standard administrative fee for the provision of this letter advises the Australian Embassy in Cambodia.


The applicant may authorize someone living in Cambodia to apply for this letter for them You will need to provide an authorization letter for that authorised person if this is the case. Please note that the acceptance and issuing of a Residence Certificate Letter are dependent on the commune (Sangkat) office. As always it would be advisable to have someone who speaks Khmer and can assist if you do not understand the language. Foreigners are advised to request a Residence Certification Letter from their local commune (Sangkat) office prior to leaving their Cambodian place of residence.


Although not specific to documents needed for the police clearance checks, expats and those working in the Kingdom, often require to have documents notarized for official business or other legal reasons (academic studies abroad or affidavits for example). There are several notary specialist firms in Phnom Penh, but law firms and some embassies also offer their notary services for a fee. These fees can range from $50 to $100 per A4 page.


Every applicant for an immigrant or fianc-(e) visa is required to undergo a medical examination by a physician authorized by the Embassy. The applicant may also require immunizations before a visa can be issued. Applicant must contact the physicians directly to arrange an appointment. All examination and immunization fees are the responsibility of the applicant.


The following physicians are authorized to conduct medical examination of visa applicant. The fees listed below are for medical examination only. Immunizations may require the payment of an additional fee. Applicants should bring their passport, a case number (on a packet 3 letter), records of any major illnesses or immunization, and six (1 x 1 inches or 4x6 cm) photographs of themselves for IOM hospital and EMC or eight (1 x 1 inches or 4x6 cm) photographs for Raffle Medical to the medical examination.


Any medical examination fees, including x-ray and blood test fees, must be paid directly to the examining physician. Vaccination/immunization fees and TB sputum tests (if required) will require additional fees. Applicants who are 15 years old or younger may have to pay an additional fee of $43 at Raffle Medical or $60 at IOM if a gonorrhea test is required.


The medical examination will include a medical history review, physical examination, and chest X-ray, gonorrhea test, and blood tests (for applicants 15 years of age or older). The United States also requires tuberculosis (TB) testing for all applicants two years of age and older. Please be prepared to discuss your medical history, medications you are taking, and current treatments you are undergoing. U.S. immigration law requires immigrant visa applicants to obtain certain vaccinations prior to the issuance of a visa. Current immigrant visa vaccination requirements are available on the CDC website. You can also read Frequently Asked Questions about our medical examination requirements online.


In most cases, the doctor will provide you with exam results in a sealed envelope or send them directly to the U.S.Consulate. IF GIVEN AN ENVELOPE TO CARRY TO YOUR INTERVIEW, DO NOT OPEN THIS ENVELOPE. Instead, bring it to your visa interview. Any x-rays taken will be given to you. You DO NOT need to bring the x-rays to your visa interview unless you suffer from tuberculosis (TB). However, you must carry the x-rays with you when you travel to the United States for the first time. The medical report must be less than six months old when you enter the United States as an immigrant.


If you are older than 16 years of age: The original police certificate from your country of current residence and countries of previous residence. If these three items are all true, you must bring a more recent police certificate to the interview:


At your interview, please be prepared to show evidence of your relationship with your U.S. petitioner. Examples include but are not limited to a household registration list, e-mail communication, photographs of you and the petitioner at family events, and school records.


If you are unable to attend your appointment, please inform the Consular Section by email at IVPhn...@state.gov as soon as possible. There may be a significant wait before the next available appointment, so please attempt to attend the date already assigned. For some family-based and employment preference visa categories, a visa became available within the month you have been scheduled by NVC. DV applicants should be aware that visas are numerically limited and must be issued by September 30 of the program year. There is no guarantee that a visa will still be available on the date of your rescheduled interview. Please carefully consult the Visa Bulletin before you decide to reschedule your interview.


All visitors to the U.S. Embassy in Cambodia must follow certain security procedures. Any visitor who declines to be screened by U.S. Embassy security personnel will be unable to enter the embassy. You are not allowed to enter the U.S. Embassy while carrying any battery-operated or electronic devices, large bags or luggage, or food and liquid items. To avoid delaying your entry and that of those in line behind you, please bring only what is required for your interview.


All fees must be paid by U.S. dollars in cash. We do not accept credit cards. Please note that if you are found ineligible to receive a visa, the application fee cannot be refunded. A complete list of fees.


If your visa is approved, we will keep your passport at the embassy while we prepare your immigration packet and print a visa for your passport. You will be able to pick up your passport at the embassy in 6 to 10 business days. If you have to travel within Cambodia while your passport is still with us, please make sure you have a valid picture ID other than your passport.


A Consular officer can make a decision on a visa application only after reviewing the formal application and interviewing the applicant. There is no guarantee that you will receive a visa. Do not sell your house, car or property, resign from your job or make non-refundable flight or other travel arrangements until you have received your immigrant visa.


Sometimes a consular officer is unable to make a decision on a visa application because he/she needs to review additional documents or the case requires further administrative processing. When additional documents are requested, the consular officer will give you a refusal letter that asks you to submit additional documents. The letter will include instructions on how to send those documents to the embassy. Administrative processing takes additional time after the interview. Most administrative processing is resolved within 60 days. However, the timing varies based on the circumstances of each case. Before inquiring about the status of administrative processing, please wait at least 60 days after your interview.


If you are interviewing for a Diversity Visa (DV), all of the above instructions apply to you. Please schedule and attend a medical examination prior to your visa interview; enroll in the required courier service; and gather the required documents.


Prior to your visa interview, we recommend that you review the data on your initial E-DV entry. On your initial E-DV application, you must have correctly entered your marital status. If you are legally married you must have listed your spouse, even if you are currently separated from him/her (unless your spouse is a U.S. citizen or Lawful Permanent Resident).
