Startup looking for affordable and experienced Digital Marketing agency/team/person

Hi, am helping a friend in the food service business promote her business online. We have met a bunch of people so far and none of them seem to understand the space and what it would take to bring the SEO rankings up and customers onto her website.

We are looking for an experience agency/team/person who can take on the job on a part time or full time basis. The interested party must have knowledge of how SEO works and the various things that need to be done - be it content marketing to paid advertisement - to get traffic to the site based on desired keywords. Party's writing skill must be very good. Party should also have an understanding of how paid ads work in Facebook and/or Google, and how they can be used effectively to promote the site to the target audience.

Since this is a startup that has their product ready and needs more customers now, we need someone who is reasonable on cost and is willing to peg some of their payout on qualified leads coming into the system. If you have personally worked with such a party, do share their contact details. No newbies please. Thanks.
