Hi.
Does this plugin do a reload of the target platform or a refresh of
all projects prior to a build?

Hi,
you need to add "import" to the arguments. Import will import projects
into workspace, or if a project is already imported, it will refresh
it. The "build" option is just for invoking the build, and collecting
error markers.
