New Orleans Rebuilding Emails

I am sort of late to this dance but I have some proposed changes in
the way the HDLC is implemented and operates in New Orleans
.
1) Inclusion and continuance under HDLC control should be by the vote
of the people in the affected area. There should be an initial vote
(including a re-certification vote of areas already under HDCL
control) and it should, like a security district, have to be renewed
every 5 years or so. Additionally, the district voting areas should
not extend past either Municipal wards and/or Council Districts or
should not exceed 50 square blocks.

2) No additional fees should be placed on building permits for HDLC review.

3) All approvals should clear the HDLC office in less than 2 weeks and
should the office fail to clear the approval (or state the denial) in
less than 2 weeks the proposed changes should be considered de facto
approved.

4) All appeals should have a hearing within a month of denial and if a
hearing is not set to within a month the denial should be struck.

5) No commission recommendation should add more than 20% to the total
cost of the project using industry standard contractor estimating
tools.

Those are the first recommendation for changes to the HDLC system that
came to mind when I found out the guidelines were being rewritten. I
hope to see these changes added to the statute.
