I’m not really familiar with the rules but I suspect for this phase, they do.  I know there are several aspects of the competition and not many groups can compete in all of them.  This one is how do you power the “elevator”, preferably from the ground.  Another is the climbing mechanisms which will probably be climbing a thin ribbon of super high strength cloth.  Then there’s the development of the ribbon material which has to reach well past geosynchronous orbit (17,000 miles) to, I think, the first Lagrange point where the anchor will be.
