I know the how and what of reducing a graphic file size
for web display, but is there some analogous thing one
can do to reduce an .avi video file? A 72Mb file is too
damn big for anything but the slickest connection.

I understand that reducing a video file size will also
reduce the screen space it uses when it plays, but
no problems with that.

Although this is on a linux-type web host, I only have
windoze to use to scrunch the file and even then, just
using an old XP OS.

You could try an online video editor such as http://www.videotoolbox.com/

There isnt a format that will play across all browsers because theres no patent-free codec to use across browsers (google tried it with WebM so of course every browser EXCEPT internet explorer works with it). If you want a proper cross-browser solution, upload the video to youtube, make it private, then embed it in your web page. Youtube will take care of the necessary re-encoding
