Each time you are convicted or forfeit bail for a moving traffic violation, points are assessed against your driving record. If you accumulate eight or more points in any 12-month period, you may be required to attend Traffic Survival School (TSS), or your driving privilege may be suspended up to 12 months.
All convictions for red-light running, flashing red-light running, aggressive driving, reckless driving, moving violations resulting in death or serious injury and the first moving violation for drivers who are under 18 years of age require successful completion of Traffic Survival School following assignment.

Completion certificates must be on letterhead or have a state-approved seal and should not be mistaken as a license to drive. Your driver education course information will be submitted electronically and entered onto your driving record.
The Certification of School Attendance, Driver's Education and Driving Practice (SCDMV Form PDLA) is available at all driver training schools in South Carolina. It is also available at all public high schools in the state. Please do not download any copies of this form you may find online. The SCDMV will only accept completed forms from authorized issuers. Driver training schools that are certified as "Third Party Testers" are able to provide knowledge and/or road tests to customers. These driver training schools can give the knowledge and/or road tests to customers applying for a first-time regular (Class D) beginner's permit, driver's license, or motorcycle (Class M) license.

To renew a Professional Driving School Instructor's Certificate, an individual must submit a renewal application with the appropriate non-refundable $25 fee. With each annual renewal, the RMV shall conduct a criminal history background check and driving record check. Applicants who reside out-of-state must provide a criminal history/background check and driving record from their home state that is not older than 30 days and a copy of their out-of-state driver's license. Renewals are valid for a period of one-year from the original issuance date. Please allow 7-10 business days for renewal processing.
Driving school instructors shall conduct themselves in a professional manner and shall assume responsibility for their students well being and safety at all times while in their care. At no time shall a student be left unattended while in the care of a driving instructor
No person shall engage in the business of giving instruction for hire in the operation of motor vehicles without being licensed for such purpose and designated by the Registrar as a licensed Professional Driving School. All Professional Driving Schools shall maintain a main office and classroom as prescribed by the Registrar, and a separate branch license shall be secured for each such place of business (Note: driving schools need not have a separate business office for each branch classroom). Application for a license shall be filed with the Driver Licensing Section of the RMV and shall be accompanied by an application fee, which in no event shall be refunded. If an application is approved by the Registrar, a license shall be granted that shall be valid for a period of one year from the date of its issuance.
No license shall be issued to a person to conduct a driving school as an individual unless he/she shall have been the holder of an instructor's certificate issued by the Registrar for at least 2 years, nor shall such a license be issued to a partnership or corporation unless at least one partner or director have been the holder of an instructor's certificate issued by the Registrar for at least 2 years.
All business records, including student attendance and instructional records, instructor records, and vehicle records, shall be maintained electronically via the Registry of Motor Vehicle's ATLAS Driving School Portal (Portal). Each Professional Driving School and Public School Driver Education Program shall comply with the guidelines established by the Registrar for the form, content, and retention period of required records. Schools that maintain records via a Commercial off the Shelf (COTS) or Web based system may continue to maintain records via the COTS or Web based product. However, they must adhere to the record submission requirements into the Portal. All driving schools shall maintain computer equipment (i.e. Desktop computers, laptops and a printer) at the school's main business office.
All students who have received or are currently receiving instruction of any kind including both classroom and/or on-road instruction shall be entered into the Portal within 7 business days after the student enrolls with a driving school. The following information is required:
The RMV Portal will retain electronic records for at least a 6 year period. Driving schools shall maintain all required paper records for at least a 6 year period from the date any entry is made. If a driving school closes or ceases operation, it shall provide a repository for all required records to be stored for a period of not less than 6 years and advise the RMV in writing of the location of such a repository. If the school is sold, the records shall become the property of the new owner and shall become their responsibility for the 6 year storage period.
Each component of the Driver Education Program, 30 hours in-classroom or on-road instruction that consist of 12 hours behind the wheel and 6 hours observation, must be completed at one driving school or separately at two driving schools. Neither component may be divided between schools unless pre-approved by the RMV.
Students who receive authorization to transfer any partial classroom or on-road instruction hours from one school to another will need to contact the driving school who is completing the second segment. The driving school will follow the process outlined below.

So, Mr. Earnest Weatherford ,who was a supervisor and teacher for Houston Community College for seventeen years decided to fulfill one of his personal goals by opening his own driving school.
