Windows error with LTS 12.6

I just upgraded to lts-12.6 and I'm getting the following error on Windows:

Unable to parse cabal file for bhoogle-0.1.3.4@sha256:7c54134733cded07e263fced4dc08141f9bc20292d676d218323704b0264aae0,1806: NoParse "license" 7

Do I need to delete STACK_ROOT and start over?

The same project compiles fine on Linux.

The offending line in bhoogle-0.1.3.4's Cabal file is:

license:             BSD-3-Clause OR Apache-2.0

Running stack upgrade should be sufficient.

The same thing is occurring on OSX as well so I'm probably wrong about it working on Linux.
