Enable --install-ghc by default?

I've received a request from the Haskell website working group to make a modification to Stack to simplify the new user onboarding process. Specifically: change the default behavior to --install-ghc, meaning that if you run a command like `stack build` and the appropriate GHC is not installed, it will automatically download and install it for you.

Since the change is trivial, I've opened up a PR:
