Initial demo with plugins and commandline arguments parsing (nothing fancy)

Hey all!

I've pushed some initial prototype code to the cli-and-plugins branch, which has:

* Commandline argument parsing, with nice --help and version info.

* Plugin loading

* ghc-mod invoked on targets
