i18n in baseframe

I just updated Baseframe to support i18n via Flask-BabelEx, as the first step towards having i18n in our apps. You'll need to install Flask-BabelEx from the GitHub repo as they just accepted a patch for an issue affecting Baseframe. The patch isn't in the PyPI release yet.

None of the apps have been updated at this point. I haven't found a practical requirement for i18n in our day-to-day operations, so I'm hoping this is groundwork for whenever it's actually needed.
