I was told by Toho that reclaimed is switchable by Toho on / off, and that
they only switch it on wed / sat (the official watering days.
That's what they told me when I complained that it was not on......
If you were told something else, then that's just one more good reason to
have public answers to such questions.
Hopefully the folks at Toho will have even more comprehensive answers soon.
So according to Toho, Harmony is indeed a "reclaimed water" community, yet
as far as I know Toho is still running potable water through those lines. I
guess this makes the earlier questions all the more relevant Jim.
In any case, my understanding is that potable water is running through our irrigation lines, though I'll let Toho confirm. My feelings as a customer are that irrigation water should be available whenever I need it since I'm paying to have it on. This is especially true when new plants or sod are put in the ground or when special treatments that require water are done to lawns. From what I've heard Toho say, the outages are not intentional most of the time.

I think this is what you are experiencing too right?
As regards the irrigation water, TWA has QUIETLY been providing irrigation water 24/7....In fact, as I write this, it is on...this is largely due to the needs of the landscaping company what with the widespread sod replacement as well as fertilization and pest control going on....Without water, all that "catching-up" going on with landscaping would be for nothing...
As to yesterday's outage, and other short-term outages, TWA has told me that the irrigation controller at the plant has some problems and is scheduled for replacement during their next fiscal year.
Also, with a number of hydrants running to keep the drinking water fresh, it would seem oxymoronic to be limiting usage of water for irrigation purposes. I would expect that when the flushing ends, irrigation restrictions might return.
As to what kind of water it is: While we do indeed get some reclaimed water when it is available, the majority of the time it is water from the very same well that potable water is drawn from; but, it is only lightly treated with disinfectant so might not be termed "potable."
None of the above should be treated as gospel nor am I trying to speak or set policy for TWA; just figured I'd share what I know and/or believe to be true.

Harmony was planned and built to provide for landscape irrigation through reclaimed water supplemented with water from the Floridan Aquifer. The Community has a separate irrigation/non-potable water distribution system. However, the Community doesn't presently generate sufficient wastewater to provide an adequate supply of reclaimed water to meet the irrigation needs of the Community; therefore, the irrigation is provided through a water supply well to supplement the reclaimed water. The water in the irrigation system is non-potable and should be treated as reclaimed water which is also non-potable.
The irrigation system for Harmony is operated similar to a reclaimed water system until such time reclaim water is available. Customers in Harmony are charged reclaimed water rates for the operation and maintenance of the irrigation supply facility.
Landscape irrigation is limited throughout the Toho Water Authority area to only two days per week regardless of whether the supply is reclaimed water, potable water or some other water source. The limitation is to conserve the resource. Studies, including those by the University of Florida, have shown that irrigating two days per week is adequate to maintain Florida turf grasses. The irrigation days designated for Harmony are Wednesday and Saturday and irrigation is not allowed between the hours of 10AM and 4PM unless required by one of the exceptions outlined in the following sentence:
Customers are allowed to irrigate more than the two designated days when they are adding and growing in new sod and landscape, when lawn treatments are being applied, and when hand watering.
Recently the Harmony irrigation system has experienced outages as a result of a malfunctioning controller. Several attempts to repair or reprogram the controller have been unsuccessful. Therefore, the Authority had budgeted funds to replace the controller next fiscal year. However, due to the increased frequency of malfunctions of the controller, Toho has made the decision to replace.
The improvements to the operation and controls will be completed within the next three weeks.

Hypothetical usually is better than waiting until the deed is done, as a
long drawn out process or finger pointing and legalities helps no one.
I think we should find out right now who takes responsibility, because to
me, taking 3 weeks to fix this issue is 2 weeks 6 days too long. Regardless
of budget.
It's a fault, and it needs to be rectified asap.
I appreciate Mary giving the initial information, and it is welcome.
However not having sprinklers is a concern.
So how do we escalate the issue to ensure the part is replaced tomorrow?
