Hi All,

I could not reach out to some of you during the last few days due to festival holidays. basically we are trying  to consolidate the issues of  Haralur road and surrounding areas to be taken up by the Bellandur Ward committee with the BBMP Joint Commisioner,Mahadevpura for proper closure. Will appreciate if you can add to the list of  issues(especially UGD Sewage Block ,Garbage dumping, street lights ) like the ones we discussed below . I have already taken pictures of all the incomplete pothole filling work done by BBMP in Haralur road as seen in this URL .

Thanks Rajesh for explaining this issue in details. Looks like it boils down to the same issue which is happening in our layout as well where a manhole is blocked for the last 2 months and BBMP and BWSSB are playing ping pong as BBMP does not have the high speed jetting machine to clean the potholes and BWSSB is asking huge money to use that machine for this work as they are not responsible for maintaining the Pipeline Infrastructure of 110 Villages . 

My suggestion is since BWSSB Engineers have agreed in principle to lay the pipeline(Water and UGD) infrastructure on a public-private partnership basis for Haralur road-Sarjapur road and Kasavanaghalli road area because some of the builders of this area have already paid or agreed to pay the necessary pipeline charges , so we have no  other option than to gather the necessary documents asked by BWSSB and follow up aggressively with them on this one. As far as water is concerned, if we get Cauvery or non-Cauvery water through the water pipeline at least once a week, then that should also be OK than no work at all. 

 BBMP will not sanction funds so easily for Pipeline Infrastructure or cleaning them as it is not their in their area of interest and if we really want to wait for BWSSB to lay the pipeline infrastructure with World bank Funding ,then we can easily wait till 2020.

The issue is more complex, let me explain.

The 4 feet wide 200 mtrs long strip of land along the Trinity boundary wall is supposed to be a Raja Kaluve that will carry the lower ambalipura lake excess water to Iblur lake. Currently there is no kaluve, it has to be made.

The old, overloaded and partially functional UGD alignment is exactly inside this strip of land.

BBMP lakes proposes to make the kaluve with hume pipes, and lay a walking path on top, in the phase 2 works of lower ambalipura. Tendering is over, they are awaiting council approval for funds. It is already budgeted in BBMP budget.

Now, the kaluve and UGD cannot co-exist in that 4ft. BBMP earlier proposed to acquire addl land on either side of the 4ft, but that plan was getting stiff opposition from Bulchee on one hand, and on the other hand it would have meant that 40 trees that are 20yrs old along the Trinity boundary would have to be cut to make use of the land. To save the trees, I proposed to the BBMP that the UGD can run inside Trinity, under our internal road (provided they restore the road at their cost), which they promptly accepted, as it would save them all the hassle of a long and torturous land acquisition process.

Due to an earlier blockage of the manholes on the Bulchee land, that had resulted in sewerage piling up in the ambalipura village areas, the MLA got involved and he ordered the BBMP to expedite the laying of a new UGD. the job was entrusted to Land Army. They made a detailed project proposal with the UGD realigned inside Trinity, the cost is approximately 70 lacs, the file has been bouncing around inside BBMP for around a year now. A reason for the delay in getting approval seems to be that some in BBMP feel that since BWSSB is anyway going to lay UGD network in newly added areas, why should cash strapped BBMP spend now.

So, it needs a concerted push from MLA, corporator, joint commissioner mahadevpura, and people. Of course, knowing our system, it may take one more blockage of the old UGD and consequent sewerage collection in ambalipura village area and resulting public uproar to get the system to act.

Apart from the Pothole issue in Haralur road. Mr Paresh Deshpande (Mantri Flora) has reported a serious issue in terms of untreated water flowing from the Smaller Ambalipura apts and nearby Village through the Mantri Flora Storm water drain and the reason is because of the following:-

1) Guchhi builder has started construction activity next to Mantri recently which has blocked the sewage flow through a temporary drain to the Sarjapur road UGD. 
2)  Too much Delay in BBMP approval of the planned UGD on the boundary of Mantri Flora and Triniti which will connect to the Sarjapur road UGD even though Mantri has left land for the same.So I think we have to expedite the approval of this UGD from BBMP.

Other than potholes, did you find issues of garbage dump, stagnant sewage, clogged drains etc.
