That sounds like a great idea, and actually something we can easily do. Here's how we could do it:
(1) The GDG will arrange a competition for submitting map data (everything include roads and locations of schools, businesses etc) on
google.com/mapmaker
(2) You will do training events at local universities for students to learn about the tool and participate in the competition
(3) You can produce training videos, in Somali language, and put them on Youtube
(4) The competition will run for 2-3 weeks.
(5) Participants will sign up to the competition, and provide their Gmail username
(6) We can provide daily stats for the number of edits of each participant, which you could send daily to all participants to encourage them
(7) At the end, we give a prize to the #1 and #2
(8) We can pay for everything - the events, prizes, t-shirts for the participants etc - but you will need to do all the organization.
