Where to get VA CPRS source code? What language it uses underneath it.

It depends on the version, but if you want the latest one, it will be

https://downloads.va.gov/files/FOIA/Software/Patches_By_Application/CPRS%20GUI%20FILES/

and it is in the files with SRC in the name.

The client is written in Pascal. For the latest version, you will
need an up to date Delphi environment to compile it.

Yes, Delphi 2006 unfortunately unless you have a copy because it is not
available from any retailer. There are some legal issues with the code from
Delphi 2006.

If you buy the latest version of Delphi, Delphi XE2, you will get a license to
Delphi 2007 as well as everything in between. That costs $899 for Pro version
in the US which is the version you will need as the standard version would not
be high enough. It is a good bet that 2007 will work.

There was a copy of Delphi 2006 on eBay, but the trouble with that is that you
have to be able to transfer the license and since it is registered online, you
would have to be able to get the user name and password that it was registered
under to transfer it to a different machine and owner. That can be very
difficult.
