If you buy the latest version of Delphi, Delphi XE2, you will get a license to
Delphi 2007 as well as everything in between. That costs $899 for Pro version
in the US which is the version you will need as the standard version would not
be high enough. It is a good bet that 2007 will work.
There was a copy of Delphi 2006 on eBay, but the trouble with that is that you
have to be able to transfer the license and since it is registered online, you
would have to be able to get the user name and password that it was registered
under to transfer it to a different machine and owner. That can be very
difficult.
