I think I recall that the DELETE action was changed in TIU code some
time ago so that the document is actually put in a RETRACTED state.
It's no longer "publicly" viewable, but is "indefinitely discoverable
by HIMS", as the message tells you. So it isn't actually deleted,
even if you were to set up business rules to apparently allow it.

But from a production system, don't ever modify a published note or
that's altering medical records. My insurance company states they
have the right not to cover a malpractice case if I am guilty of
altering the medical record.

If the note is altered in fileman, the signature line is scrambled.
It's a protection. I have never tried it, so don't take my word for
it.
