How do I make an orderable item in Vista for “anticipated discharge?”

I expect that “anticipated discharge” would be a free text order, as it isn't obvious what you mean to happen when the order is made.  If you don't have an action that you need to be

Just so you know, there is the ability to create delayed orders, which "wait" until an
event such as discharge happens before they go into affect.  This is how discharge
medications, for example, are handled in VistA.
