I almost forgot about it since it has been so long since I used it. It's here:
The last CACHE.DAT (full database) is in https://rpms.worldvista.org/RPMS/IHS_RPMS_FOIA_EXTERNAL_20210303.zip.
If you want to update your instance, you have to manually update the CACHE.DAT with the patches in the later FOIAs.
