New lang and codepage modules

Please add these modules to the project

  * include/hblang.hbx

  * src/codepage/Makefile
  + src/codepage/cpbe1251.c
  + src/codepage/cpbe866.c
  + src/codepage/cpkz1048.c
  + src/codepage/l_be.h
  + src/codepage/l_kz.h
  + src/codepage/uc1048.c
  * src/lang/Makefile
  + src/lang/l_kz.c
    + added kazakh lang module and belorussian and kazakh codepage modules

#define HB_CP_INFO "Kzzakh KZ-1048"
Shouldn't it be "Kazakh"?

#define HB_CP_INFO "Belorussian Windows-1251"
#define HB_CP_INFO "Belorussian CP-866"
I wonder too, if we should put "Belarusian" spelling there?
