[ANNOUNCE] haproxy-ingress v0.10.17

HAProxy Ingress v0.10.17 is here!

This release fixes some issues found in the v0.10 branch:

- A wildcard was not being accepted by the CORS Allowed Header configuration
- ConfigMap based TCP services were making HAProxy to reload without
need, depending on the order that service endpoints were being listed

Dependencies:

- embedded haproxy from 2.0.31 to 2.0.32
