HAProxy Ingress v0.14.6 is here!

This is a security release that updates the embedded HAProxy, the
Alpine base image, and cryptographic related dependencies.

Dependencies:

- embedded haproxy from 2.4.24 to 2.4.25
- golang from 1.19.12 to 1.19.13
