HAProxy Ingress v0.13.17 is here!

This release updates the embedded haproxy version, and fixes
vulnerable components found in the v0.13 branch.

Dependencies:

* embedded haproxy from 2.4.26 to 2.4.28
* go from 1.18.10 to 1.23.7, having //go:debug default=go1.18 for
backward compatibility
