[ANNOUNCE] haproxy-ingress v0.12.18

HAProxy Ingress v0.12.18 is here!

This release fixes some issues found in the v0.12 branch:

- A wildcard was not being accepted by the CORS Allowed Header configuration
- Unused HAProxy backends might leak in the configuration, depending
on how the configuration is changed, when backend sharding is enabled
- ConfigMap based TCP services were making HAProxy to reload without
need, depending on the order that service endpoints were being listed

Dependencies:

- embedded haproxy from 2.2.29 to 2.2.30
