This has reference to trail mail from you on the focal points,
Missing email ids :
You must appreciate the fact that even before forming association, immediately after the meeting we agreed to share the contact details and have shared the same to you in due course. We have shared the contact details email id and phone numbers of 260 customers of both M/s.BCPL and M/s.Vettri share.Around 20 units of M/s.Vettri share is yet to be booked. Couple of customers have either not preferred to or did not have email ids and hence what we have furnished is the details as available with us and have not restricted from providing any email ids of contact numbers.
Piped Gas Connection:
We have circulated the new format forms uniformly to all the customers. Mr.Ramkumar delivered the forms door to door to customers residing in the project premises. We have only received the duly filled forms from around 45 residents residing in the premises out of 85 plus residents dwelling in Happy Windows. Rest of the customers are yet to submit. We have not marked the customers list who are yet to submit the forms in the common group email and we do not prefer to do it either. However we have sent personal reminder emails to them. Now that most of the customers are following the residents group, for mutual understanding , we shall fix 20-Nov-15 as the last date for submitting the duly filled forms at our site office to Mr.Ramkumar or at our Head Office to Ms.Caroline. Humbly request all the customers to submit the forms by this date.
Electricity bill name changing to owner’s name:
We are informed by the EB dept officer to submit the complete pending forms in one stretch for name transfer from land owner M/s.Vettri Associates name to individual owners name. We have couple of units sold recently under M/s.Vettri share for which registrations are pending or just completed. For name transfer we have to submit the copy of sale deed. Hence awaiting the same. But for the 20 unsold stock the balance will be submitted in one stretch and transferred. The entire process is expected to be complete by 10th of Dec 2015.
Property Tax assessment:
Our answer may not please you but regret to note that it is not in our scope. We understand couple of customers have already completed this on their own and it has not consumed much time by the authorities. However if it requires our liason we are ready to guide.
Water seepage:
Our staff has inspected this wherever we have received reports from. This concern will be seriously looked into and attended immediately after the rains.
STP water treatment:
To clarify couple of customers who are in doubts, please be informed that only the flush water is the recycled water. The health faucet receives the bore water. We have even sent the recycled water for lab tests as well and are expecting the reports by end of day tomorrow. We shall share the same with you. We have escalated with the agencies to inspect and come out on the measures to control smell issue.
Dust Bins:
Additional dust bin per lift has been order and will be delivered by 21-Nov-15.
Main Entrance:
To resolve this, We have ordered for cones which will be delivered by 21-nov-15 and also will be placing the concrete speed breaker at main entrance the work is pending to commence since month beginning because of rains interference.
The Sanitary Fittings:
We will meet up with the agency and address.
This is to inform that all the items which has been put forth in the residents meeting, remedial measures has been worked out and being addressed one by one. We have been visiting the premises every fortnight and updating ourselves on the developments and pending measures.
We request the residents to give us the working time and we ensure the premises will be handed over to the owners association to the best satisfaction of the residents. For all the issues quoted by you we have already initiated necessary measures and will be in place soon. The meeting with Mr.Bashyam will be arranged in December 2015 with proper intimation. The meeting with our crew Mr.Raghu/Mr.Rajendran/Maintenance/Mrs.Kavitha, to review the MOM-Sep 2015 can be scheduled on 28th Nov 2015,saturday.Kindly suggest your convenience.
PS : Respecting your request, with full confidence we have shared the contact details of all the customers for the benefit of the residents. We have never stopped ourselves or avoided or rejected to attended to individual customer requests. But recent emails have been disheartening to see all complaints being marked to all owners and being discussed.

We refer to our earlier communications in the form of emails/SMS/personal meetings with the officials of Bashyaam regarding formation of our association and more importantly our various requests to address several problems faced by us on day to day life while trying to live happily in Happy Windows. Since we are not aware as to how many or to what extent these issues were escalated to you, we preferred to directly communicate to you explaining our plight.
While some of the issues have been addressed which is rationally expected from builder/maintenance managers & many of them expected to be completed by 20.11.15 as mentioned in your recent communication, there are several imminent problems or issues which need urgent attention by the builder more importantly having collected maintenance fee from the flat owners retrospectively. The problems do not start inside Happy Windows but much before that itself while passing through Kumananchavadi and accessing Mangadu stretch by negotiating the potholes on the road and reaching Happy Windows. Perhaps the reason why your representatives do not opt for visiting us personally to hear our grievances periodically.
Now coming to the focal point, we append below the issues/problems/assistance needed from the builder, before we contemplate to form our association and run the show. Out of 280 flats, we gather only 260 have been sold and we have not got the email addresses of even all those 260 owners completely, thereby not being able to effectively communicate to elicit response, let alone collect maintenance fee etc.
1) Piped Gas Connection: Much has been said and promised and forms were collected and twice formats were changed but till now no material progress. Please find some positive solution. If occupancy level is a criterion, why it was not informed at the time of payment and registration. Many of us could have arranged for alternatives instead of endlessly waiting and resorting to electric/microwave cooking.
2) Electricity bill name changing to owner’s name: Please assist us in getting the names transferred to individual owner at the earliest. So that we can start remitting the payment in our names thro' online. Some us still make the payment by standing in the queue which is extremely painful.
3) Property Tax assessment: Please do not immediately say that it is not in the scope. It is rationale that the builder, who will have better liaison with local government bodies, like they have with officials at registrar’s office, will be able to get the assessment of all the flats in one go and get the property tax payment cards for ease of half yearly payments. Can we not expect this from a builder of your repute?
4) Water seepage in many flats during rainy season: Acknowledged by your team who have seen physically the flow of water inside flats and assured to rectify as soon as rain stops and sun shines. Let’s hope the sun really shines in this regard. Please get this attended at the earliest. Not providing sunshades for all the windows is also a contributory reason for this defect. At present, as it is raining heavily, the water seems to seep inside the lift pits @ some of the blocks especially in block 5. Kindly deploy your team to resolve this issue immediately.
5) STP water treatment: Toilet flush water is highly contaminated and smells horribly and could not be explained in communicable words. Please ask your own maintenance team (which is very sketchy and less in number), who will honestly convey the ordeal being undergone by the residents. For the common benefit of all the residents, good Samaritans, who have technical knowledge, spent their valuable time with the maintenance persons to temporarily address the issue, but we need a comprehensive permanent solution. Imagine the plight of us when some esteemed guests are invited and they happen to use toilet and the impression created. Do we really deserve this? When a sewage/drainage pipe set up by the municipality seems a distant dream, we have to necessarily take care of STP’s functioning for a long time. Having imparted a sizable amount by each resident towards STP, our expectation is naturally rationale.
6) Dust Bins: When there are four flats in one wing in a floor and that there are four floors, the amount of daily waste could be imagined by the maintenance supervisors while purchasing dust bins or provide more than one or two given the size of the bins kept. How can we blame the residents who come down to ground floor with waste disposal to find that the bins are overflowing and inadequate? This is the status, when the occupancy level is not even one third, and what is going to be our plight when all the flats are occupied. Please arrange to change and keep large size bins or substantially increase the number of bins.
7) Main Entrance: For entry and exit there is only one entrance and the building level being slightly high, it is dangerous whenever one enters the building with zero visibility about oncoming vehicle. Every time we pray and rely on our luck to enter and exit without accident- to put it in a lighter way. Please think of providing exit separately from 6th block as a long term and permanent solution. Temporarily at least arrange to provide concave mirror at the entrance to give visibility for the vehicle drivers about movement of vehicles at the blind spot.
8) The quality of bath room fittings especially wash basins and W/Cs is far from satisfactory as openly acknowledged by Bashyaam’s representatives who attend the faults. Innumerable times having changed the fittings within a span of six months is a testimony for the same. Please take up with suppliers strongly and also share the details with us to get them changed free of cost in due course since it is a manufacturing defect.
Listed above are only a few of the issues out of the long list already provided and remedial action sought for. With a view to get your personal attention towards imminent issues, we opted for reinstating them herein above.
We certainly do not want to wash our dirty linen in public and endeavoured our best to get the issues resolved by talking over phone and personal emails etc, but the problems are increasing and notified ones are not addressed to our satisfaction and therefore we are compelled to take up the issue as a collective manner as most of the problems are common.
The residents and owners have paid huge amount of money to stay in Happy Windows expecting fulfillment of the promises outlined in the brochures and not even a year passed and full occupancy not attained and all the flats are not sold, we are faced with above situation. Many of us still believe Bashyaam is a builder of repute and are dreaming to buy flats in The Pinnacle Crest. Please do not shatter our dreams.
To rectify the faults/address the above issues is a child’s play to Bashyaam, going by the reputation the company enjoys in local circle and it is our earnest endeavour that you will look into each of the issue with utmost care and redress them to our satisfaction.
It may not be out of place here to add that we are gearing up for formation of association, but we would like to take it up only upon successful completion of the vital issues raised herein above and till such time, it is only rationale that you would continue the maintenance assignment on existing terms.
We plan to depute a hand pick of our representatives along with the copy of this communication, to personally discuss the matter at your good offices at a mutually convenient time and date and to take a decision on maintenance for 2016.
