Loosen the type of getRequestState in Happstack.Foundation

Currently, getRequestState is of type FoundationT instead of FoundatioT'. This is problematic when you need the requestState within HSX templates, which require the FoundationT' type.

Please, either loosen the type a bit or introduce a second set of functions that work with FoundationT'.
