LOINC valueset will not expand

I cannot successfully expand a valueset containing LOINC codes on our deployment. I posted an example here:

https://hapi.fhir.org/baseR4/ValueSet/ABC

Calling $expand shows the message that the value set was expanded but the expansion has not codes in it.

Any help with this issue will be appreciated.

Alternatively, is there a way to make $expand work without requiring the CodeSystem to be loaded. All the concepts I want are already in the compose->include elements. That is, the valueset as posted already is extensional.
