Setting Issued data absent reason

Hello, we are trying to set a data absent reason for this field https://www.hl7.org/fhir/us/core/StructureDefinition-us-core-diagnosticreport-lab-definitions.html#DiagnosticReport.issued

Is there a method in Hapi fhir for setting data absent reasons with this data type?

I think in order to accomplish this you would need to add an Extension to and instance of the InstantType and include it there.  I'm not sure though what this might do to validation.  This might be a good question to ask in the Implementers thread on chat.fhir.org in general.
