HAPI FHIR Community Survey 2023

Hi all,

We are considering several significant changes to the HAPI FHIR library, and have launched a 2023 community survey in order to gauge the community's opinions.

These changes are:

• Migrating from the old javax.* packages to the new jakarta.* packages for the Java EE APIs (most importantly the Servlet API)
• Migrating the date/time FHIR datatype objects to use the java.time models instead of java.util.Date
• Upgrading our minimum JDK level from 11 to 17
• Dropping support for FHIR DSTU2 and FHIR DSTU2.1
