Implementation guide configuration not loading ConceptMap and SearchParameter

Howdy gents,

                        I configured the implementation guide URL in the application.yml, and I noticed that ConceptMaps and SearchParameters are not being loaded into the repository in the process. Should the artifact list in a package.tgz be completely loaded into the repository? What is the expected behavior?
