You need a model with animations, import that into the editor as a person and compile everything there, then in the units folder create an entry for the new e4p that you made, make sure it is available for mission 22 (Freeplay).

if the right role is set, and you want it to be in a vehicle when you call it off map you have to put it's Unit ID in the vehicles UNIT file, and in your portraits file too (located in "your mods folder/specs") e.g.: \Mods\Chicago Fire Mod\Specs

You should use Zmodeler 3 instead of 2. In 3 you need to make sure that the .vmo file is in the same folder as the v3o file but it will show you the model correctly as this version keeps the bone structure during the import. That is something Zmodeler 2 isn't capable of.
