The street in front of a residential home is a public street and is open to anyone who wishes to park there. The parking spaces there are not reserved for residents of the nearest home, unless the city has approved an officially marked disabled parking space in front of a specific residence.

Curb Parking: All vehicles shall be stopped or parked with the right-hand wheel of the vehicle parallel with and within eighteen inches of the right-hand curb. All vehicles must face the direction of traffic flow.

On December 8, 2020, the City Council adopted an Ordinance(PDF, 259KB) pertaining to front yard standards for landscaping, permeable and impermeable hardscape surfaces to clarify driveway widths where vehicles are allowed to park, as follows:

Lakewood's goal is to maintain the character of the city, because the prior regulation lacked restrictions on how much paving was allowed in the front yard, and there were no minimum requirements for landscaping. This resulted in some property owners paving all of the front yard area, which was frequently used for parking. The City Council wanted to come up with a fair way to set standards for all property owners to suit the many different configurations, so this new Ordinance was enacted.

It established for the first time minimum landscape standards and clarified the allowed installation and use of permeable and impermeable hardscape surfaces in the front yard for driveways, walkways and other landscaping purposes. While the Ordinance did not change the existing restrictions on front yard parking (LMC 9373.7), it did clarify the standards for driveway widths and expanded the use of the driveways to allow tandem uncovered parking, as one means of satisfying parking requirements.

If your vehicle was towed for delinquent parking citations, you must pay all citations on the towed vehicle as well as all parking citations in your name owed on any other vehicle. Citations must be paid by cash or credit card only; checks will not be accepted.

Seasonal yard material pile collection is offered in most areas of Davis for excess yard materials that do not fit in the organics carts. Seasonal collection includes 10 scheduled fall/winter collections that occur every other week and one spring collection.

Please note: This address list is compiled from the City's GIS database and the most recent collection schedule data. In addition to the areas marked in orange on the map below, certain addresses do not have yard material pile collection service due to conflicts with bike lanes, etc. These areas include, but are not limited to, B Street (from 7th Street to E 14th Street), East 8th Street (from B Street to J Street) and 5th Street (from A Street to L Street). YARD MATERIAL PILES MAY NOT BE PLACED IN ANY PORTION OF A BIKE LANE. This may mean that your yard material pile cannot be 5 feet wide if it is placed the bike lane. Yard material piles can cause cyclists to crash by slipping or getting branches stuck in their wheel spokes. Due to their low profile and non-uniform size, cyclists may not see the piles until they come upon them, especially in the absence of street lighting.

Some streets are too narrow to accommodate vehicle traffic, bike lanes and yard material piles. On these streets, yard material piles may not be placed for pick-up because they will be in the bike lane. These streets include (but are not limited to) East 8th Street (from B Street to J Street), 5th Street (from A Street to L Street) and B Street (from 7th Street to E 14th Street). Yard material piles are also not allowed in the downtown core area (the area bounded by 5th Street, the south side of 1st Street, the west side of B Street and the Union Pacific railroad tracks) or in the Cannery development.

The City of Leavenworth Planning and Community Development Department is responsible for overseeing that residents in the city comply with the current housing and property maintenance codes. A monthly report is available online that allows you to see the number of violations for the month and yearly total. This report tracks the type of violations and percentage of violations reported for rental or owner-occupied structures. The City of Leavenworth has three full-time code enforcement officers.

Grass and weeds must be kept shorter than 12-inches. All ground covers and vines shall be maintained to discourage undesirable creatures. Any noxious weeds are to be removed. Owners/occupants of properties abutting sidewalks, streets or public property shall maintain all vegetation so it does not interfere with travel or sight. Special care should be taken at intersections. Approximately 30% of overall code violations stem from weeds and tall grass violations.

All vehicles must be operable and legally licensed or stored in an enclosed structure. All cars not enclosed must be parked in an approved driveway or parking area. Vehicles may not be parked on any lawn/ yard area. All vehicle parking spaces shall be paved. Gravel is not allowed.

The storage and parking of major recreational equipment such as boats, boat trailers, pickup campers or coaches, camping buses or converted trucks and tent trailers shall be allowed in the front and side yard between April 1 and October 31. A maximum of two (2) such recreational vehicles may be stored in the front or side yard of a property at any time. Any recreational vehicles stored in the front or side yard shall be located a minimum of 10' from the curb or edge of any street, and a minimum of 2' from any interior side lot line and shall not block any sidewalk. Recreational vehicles may be stored or parked in the rear yard. All recreational vehicles must be stored or parked on a paved or aggregate block surface.
Between November 1 and March 31, the storage and parking of major recreational vehicles shall be prohibited in the front and side yard for a period in excess of 72 hours per month but may be stored or parked in a rear yard on a paved or aggregate block surface.

Refuse, rubbish, garbage, and household trash cannot be left in the yard and must be disposed of properly. This includes auto parts, appliances, furniture, building materials, tires, cardboard, plastics, or any other collected materials. Tree trimming and fallen limbs must be disposed of within a week. Residential trash cannot be placed curbside until the evening prior to the scheduled pickup. It is unlawful to burn garbage within the city. Property may not be parked, stored, or left inoperable in view of the public or neighboring properties. This includes abandoned, discarded or unused objects or equipment such as automobiles, furniture, appliances, cans or containers, construction materials, junk, trash, or other debris.

The maintenance of a structure is the responsibility of the property owner. Exterior surfaces, including outbuildings, fences, and attached structures, must be maintained free of breaks, holes, rotten wood, chipped and peeling paint, broken windows or doors, rust, or any other condition which violates health, fire, building or zoning codes, or other regulations.

These services are provided by Johnson County Refuse, an LRS company and contactable locally at (319) 665-4498, and included on monthly city utility bills. Carts should be placed at the curb, with the lid opening towards the street, by 7 a.m. for collection. Holidays can affect collection dates and are noted on the calendar.

All trash should fit inside the bin with the lid closed. Excess trash can be placed on top of the lid with a $3 sticker, available for purchase at City Hall, 360 N. Main Street, and other local gas stations and grocery stores.

Residential customers will be provided a heavy-duty, wheeled cart with a hinged lid. Most customers will receive 95-gallon bin, but a 65-gallon bin is available by contacting Johnson County refuse (there is no discount for the smaller bin). A monthly recycling fee is on your monthly utility bill at $4.85. No need to sort your items, just place your recycling bin at the curb. All customers receive weekly recycling collection, regardless of their trash collection schedule.

Two bundles picked up free of charge on your collection day. Must be cut approximately four feet long and tied in bundles weighing 40 pounds or less. All customers receive weekly yard waste collection, regardless of their trash collection schedule.

You can get rid of larger items, like appliances, tires and furniture, curbside by affixing trash stickers to each item and placing it at the curb on your regularly scheduled pickup day. Stickers are available for purchase at City Hall and local gas stations and grocery stores.

The City of North Liberty also hosts a Citywide or Spring Cleanup Day once per year, when residents can bring large items to the public works facility free of charge. This event is the last Saturday morning in April.

Miscellaneous large items are to be brought to the Public Works Facility, 620 Calvin Street. (Go south on Front Street to Golf View Drive. Turn right and go to Calvin Street. Turn right to Public Works facility.)
