Re repertoire for few ringers
Consider a change ringing sequence for the number of bells you have, one bell per person, or if really ambitious two bells per person.  If you are not familiar with change ringing, I estimate about a half hour of research, and then about another half hour to write each bell's sequence on a card for the person to follow.  Depending on the available time in your program, you could ring all or only a portion of a full sequence of changes.  It's easy to learn - my daughter got non-musical volunteers from a Ren Fair audience to change ring with these cards.

There is also a ton of 12 bells in F and other 12 bell music at Jeffers website.  Most of this is a solid level 2.

I know I have at least 6 ringers who are availabe at that time, but I am a
bit stumped on repertoire. We ring mostly level 2 and level 3 music. So I
am looking for music that would be suited to background music and won't
take too long to learn.

We may have only 4 instead of 6. Only of of them can ring 4-in-hand I
think.

12 bell music works well --there's a ton at www.grassymeadowmusic.com, all available for instant download and in a wide range of styles and levels. Also options available from a wide range of other publishers, as well.

I highly recommend Jason's selections for 8 or 12 bells. They were the
mainstay of our playing during the pandemic depending on whether the church
let us have 5 or slightly more people together at one time. If you want a
richer sound, most have OPTIONAL piano accompaniment. Check the Levels for
them as some are easier than others, but most are sufficiently complex that
your ringers will enjoy playing them. And they are very reasonably priced
with permission to print the number of copies you need and with streaming
permission as well.
