Excuse my stupidity, but who is the contact person at Hal Leonard in terms of handbell submissions? I know there are a range of possible responses to this, but I really am coming up blank.

Are you sure they're accepting handbell submissions?  They're the people who pay royalties for Flammer/Shawnee Press, who stopped publishing handbell music ages ago.
