District 3 Commissioner Angelita Morillo has introduced
an amendment to reduce the City’s Impact Reduction Program (IRP) budget
by approximately 25%, cutting $4.3M from the $16.7M budget. Council is to vote on this THIS WEDNESDAY.
The
IRP is the city program responsible for addressing health and safety
concerns related to unsanctioned camps. Its work includes trash removal,
biohazard cleanup, coordination with outreach providers, and managing
the process for clearing camps when necessary. The program also stores
personal belongings from removed camps so individuals can reclaim them.
City staff and the Mayor’s Office warn that the proposed cut could
reduce the city’s ability to respond to hazardous waste, blocked
sidewalks, and fire risks at camps. Supporters of the amendment raise
concerns about the impact of camp removals on homeless residents and are
advocating for shifting funds toward housing, food, services, and immigration services.
