General ScheduleConstruction will begin on Monday, October 13 with Water Bureau work, followed by sewer construction. The project is expected to take up to six months to complete. During this time, there may be periods of inactivity while crews test lines, allow concrete to cure, or complete other necessary steps. Temporary Alley ClosureThe alley will be fully closed for the duration of construction. Environmental Services is coordinating directly with neighbors who depend on alley access for needs such as electric vehicle charging or wheelchair access. The sidewalk on SE Ladd Ave will be closed for up to two days to install the wheelchair ramp and temporarily widen the sidewalk. Vehicle Access→Action Required: If you normally park through the alley, please move your vehicle before 7:00 a.m. on Monday, October 13. The alley will be closed to all vehicles for up to six months. We understand this is a significant inconvenience. Closing the alley fully allows the construction teams to complete work more efficiently and restore the area sooner. Garbage and Recycling Pickup→Action Required: During construction, Portland Disposal & Recycling (PD&R) asks residents to place garbage and recycling bins in front of your property on SE Ladd and Tamarack avenues, at least three feet from the curb in the street. Collection will continue the normal days and times. We understand this may be difficult for some households, especially with stairs. PD&R asks that you leave bins in your planting strip during the week if possible. To avoid confusion, please clearly label your bins and any extra items with your address. This will help if crews need to move them to the end of the street and return them after pickup. If you need on-property pickup, please contact PD&R directly (503-281-8736). Note that this service is available for an additional fee. Construction MethodsThe contractor will use open trench excavation and cured-in-place-pipe lining (CIPP) to construct the sewer and stormwater improvements. For more information on these construction methods, visit portland.gov/bes/constructionmethods. Crews will apply temporary asphalt patches where they dig. After sewer improvements pass inspections, crews will complete permanent repaving with concrete in the entire project area. Concrete can take up to a week to cure, so the contractor may complete it in two phases.
