I'm not seeing a September notice on their web page.  Which frequency is the transmission expected on?

Good afternoon Whit,

I will listen in. What power level is planned for this event?

Thank you,

Sam -  The image will go out at 89.3 dBW (676 MW) ERP but a grating lobe takes half of that. The power will be reduced by 6 dB (1/4 power) for the Morse Code portion.

Hi Whit,

Excellent SSTV reception on 9.11 MHz using a KiwiSDR in Masset, British Columbia (grid CO44aa).  Reception report submitted.  Congratulations and thanks to the HAARP team for the meaningful transmission on a meaningful day..

I wish they had a real time web status page so I could follow these things. The observing announcements are much too vague.

US Amateurs are not permitted to transmit on 9.11 MHz. Under what special authority is this being transmitted?

Nice! The Eimacs were getting a workout! I figured that even if we weren’t in a side lobe then we would hear a signal down here in Texas after its 3rd or 4th trip around the planet.

As it turns out the signal was audible but weak down here. And of course, the CW was easier to hear than the SSTV. There was also some fading. I made a recording.

Have a good evening,

Hi,

HAARP is a scientific instrument and has a license appropriate to its operations, not an amateur radio license. So, the operations are legal.

Hams (or anyone, really) can legally receive HAARP signals. This is of interest to the amateur and HamSCI communities in that the science we learn from HAARP is directly applicable to understanding how HF propagation works.

I received this late and somewhat lacking notice and thought I would give it a go.  Although I've been a ham for 68 years and have tried almost every mode, I have never before received an SSTV image.  During the short time available to get ready, I embarked on a crash course to learn the rudiments of SSTV.  It seems that MMSSTV is the go to software, so I installed it on two computers. I'm familiar with MMTTY so it wasn't a total mystery.  What was a mystery was the modulation mode.  Conventional ham wisdom said that USB was more-or-less the standard on HF.  So, I setup my Kenwood TS-890 to 9.11 MHz and upper sideband with the audio routed via USB to the computer soundcard and MMSSTV.  The notification was also silent on what the modulation bandwidth might be so I took a SWAG and set it to 100 to 4000 Hz.

As a backup, as I do in the ARRL Frequency Measuring Tests, I also used an SDR to record the IQ data for later analysis.  In this case I used a newly acquired RF Space Cloud-IQ and went so far as to try setting up a timed recording (which worked like a champ).  The second computer handled this chore.  The antenna was a 55-foot tall vertical with sixteen, 55-foot long radials on the ground.  The TS-890 has an antenna output that allowed sharing between the two radios.

It was noted on the SDR recording that the signal was actually DSB AM.  There was a lot of selective fading, with the carrier and two sidebands swapping amplitudes.  Averaging these gyrations the signal level was ~ -100 dBm.  There was a lot of atmospheric noise, it is thunderstorm season in the desert southwest.  I did some post-processing on the demodulated audio from the SDR using Audacity but never really improved the image quality, which was very poor on both radios.  Without a priori knowledge I would have no idea of what the image was.

I have posted a reception report on the website.

https://www.arrl.org/news/special-haarp-transmission-for-9-11

To commemorate the 25th anniversary of the September 11, 2001 attacks on the United States, the High-frequency Active Auroral Research Program (HAARP) at the University of Alaska Fairbanks will be making a special transmission on 9.11 MHz at 0030-0035 UTC on September 12, 2026 (8:30-8:35 PM eastern time Friday evening). The transmission will consist of a Morse code QST, followed by a slow-scan TV image of lower Manhattan and the Tower of Lights, followed by 73 in Morse code. HAARP will be using its amateur radio call sign, KL7ERP. The signal will be aimed toward New York City and Washington, DC. Reception reports are appreciated and may be submitted online at https://haarp.gi.alaska.edu/form/reception-reports

Good morning Whit,

I will send a report.

May I run a request up the flagpole? If we do something like this in the future, would it be possible to maintain the same modulation mode throughout the entire transmission? For example, if the SSTV is sent DSB AM, could the CW identify also be sent as tones using DSB AM? Those of us using regular receivers had to quickly switch modes and adjust center frequency mid-transmission to catch both the CW and SSTV parts. There was ample time given to make the switch, but I could see this confusing a listener.

Regards,

Samuel Blackshear
