This could be of interest.  The transmit (Kawartha Lakes) an receive (Clearview Township) sites are located about 100 km northeast and northwest from Toronto.

I doubt very much that the CHU shutdown is related to this. But the Over-the-Horizon Radar operation will undoubtedly be "visible" on the HF spectrum.
