This discussion caught my eye (and ear) as a possible use of the Arecibo radio telescope facility now being decommissioned. The National Science Foundation is looking for uses of the site, particularly for STEM and related activities.
The same reason Arecibo was a good site for receiving (quiet, shielded from human-made noise) would make it an excellent site for hosting an NRDZ. Wideband activities could be conducted in the natural shield that previously held the dish, preventing interference to other activities already using the same spectrum. There are buildings that could house the necessary equipment and technologists. It seems like a good re-use of Arecibo's features.
