Is there some way to put some sort of delay on the Pi bootup or Grape 2 software start when powering up after a power outage to give time for the hardrive to power up fully?

On more that one ocassion I've suffered a power outage for extended periods that exceeded my UPS ability to keep the system powered.  When power returns and the units boot, I end up with the dreaded:

You are in emergency mode.  After logging in, type "journalctl -xb" to view system logs, "systemctl reboot" to reboot, "systcnctl default" or "exit" to boot into default mode.

Cannot open access to console, the root account is locked.
See syslogin(8) main page for more details.

Press Enter to continue.

Powering up the hard drive first and waiting a minute before powering up the Pi seems to work just fine.  This is kind of a deal for me because this system is running at a remote location and I'm not on site all the time.  My fear is that this system may have been down for the better part of a week before I could get my hands on it.

Options seem to be:

1.  Put a delay in the Pi boot startup.
2.  Put a remotely controlled power controller on the power supplies for each unit (I do have one so this might be feasible).
3.  Putting a larger UPS on the system.

Anybody else?
