Hamcrest Dev Update

Hello everyone,

I've created a project called "2020 Summer Clean Up", I'm aiming at
look at all open Pull Requests and Issues we currently have. With the
aim over July and August to progress anything that looks like it
should be merged.

Most currently just need to be rebased and have a fresh set of eyes on
it again then maybe merged in.

I'm thinking about doing a 2.3-rc1 in early september with anything
that got merged. But no idea the current release process etc so will
need help working that out.

I struggle with Gradle but think we have some issues with the build or
might just need to upgrade to a newer version, so if someone could
take a look at that that would be great. Otherwise I might get a maven
build working in parallel.

Thanks for this. We've been crippled by the 1.7 barrier for years.

The only thing I would say is that maybe there should be another version bump because of the generics change. That and being perhaps a bit too conservative, as new features are impossible in practice to remove.
