Barb,
We got the following letter earlier this year from Jason Sproule repeating the requirement that all used equipment needs to be inspected before sale or even transfer. Sorry if you got the impression otherwise.

Subject: JS2021-01: Beekeeper Inspections
Hello NS Beekeepers,
In accordance with the NS Bee Industry Act & Regulations, anyone selling (including any transfer of ownership) honey bees or used hive equipment is required to complete an inspection by a NSDA Bee Inspector.
If you are reasonably certain you will be needing an inspection this season, please let me know by responding to this email. Please include details of hive locations, numbers, whether you need to be present, and preferred week. We receive a high volume of requests for inspections in May, so if your need is speculative or you can wait until later in the season, please let me know.
Please also be aware that anyone selling to customers outside NS requires special consideration, such as permits with the receiving Province. Please advise if this is the case.
Finally, please be aware that NS currently does not allow the importation of colonies from other Provinces. Any other import of bees (queens, packages, hiveware) requires an Import Permit. The 2021 Bee Health Importation Protocol is now available at: www.novascotia.ca/bee-industry
Kind regards,
