Hello, I made halalan_sample.php [1] in 2xx. Besides the
Halalan-specific configurations, I also put there CI configurations
that we need to change. The purpose is to have a file that contains
all the configurations we have since we should not commit halalan.php
since we can have different values there according to our development
settings. Another purpose is we can use that file to be a template
when generating halalan.php during installation. That's all.
